    The Managerial and Organizational Consequences of Small Scale Computer Systems

    This collection of papers is written by the participants in a workshop held at IIASA. It is thus not only a collaborative paper but also a conference proceedings in the true sense of the word. It thus differs from many conference proceedings which present a collection of papers tabled at a conference but which do not seriously describe what happened at the conference. It is not therefore a collection of reporting of individual research; it is a pre-research study leading to individual research and to other collaborative work. Nevertheless, although there is little here that is "new", we feel that the importance of the subject is such that the findings of the workshop should be made available to a wider audience. One reason for this is to encourage wider collaboration between IIASA and research teams working in this subject elsewhere. The research already planned envisages collaboration with research teams in the U.S.A., U.K., Japan, Czechoslovakia, Hungary and the U.S.S.R. Collaboration with other teams actively engaged on studies of the impact of small scale computer on management and organization would be welcomed

    This book reports on a three-day meeting on Decision Support Systems held at IIASA. IIASA's interest in sponsoring the meeting was spurred by several factors. First, the term DSS clearly is used in a wide range of contexts; we hoped to develop a deeper understanding of the term and the new field to which it refers. Second, we felt that ongoing work in the DSS field would be enhanced by interaction between professionals who had been working on such systems and people from fields that function as "resource disciplines" for DSS. Finally we wished to bring professionals from several nations together, from the east as well as the west, to share experiences and to assess the viability of the DSS concept in different cultures. The broad objectives set for this meeting were realized in a number of ways. Virtually all the participants testified that they had gained a deeper understanding of DSS, the role it can play in asssisting managers in organizations, and the need for further development in key areas

    Small Computers in Organizations: Issues and Arguments - or - How to Fight With Computer-Enhanced Bureaucracy

    The continuous development of micro-electronics is changing the computer world. Small computers are becoming more powerful. The impacts are mainly to be found through the changing economy of computer use. The new situation gives us the opportunity of widening the perspective in the analysis of costs. We can take into account a widened set of criteria such as the impact on organizational behavior, user psychology and broadened participation. The situation is therefore a challenge to scientists in many disciplines because these and other aspects formerly treated as secondary may now be entered into the economic analysis and could in fact be decisive for the final choice. We will first highlight the development in some disciplines of technology and management sciences to point-out the most important changes related to our field. Then we will speculate more carefully about changes In organizational behavior. Some of the most important organizational characteristics influenced by the choice of small or big computers can be summarized by the concept of "bureaucracy." We will discuss specialization, standardization, formalization and centralization separately. Flexibility is involved in all four of these parts. In fact, flexibility is what is lost if we get too much of the other four qualities. Behind the actual decisions one will often find different perceptions of the relationships between technology and the managerial situation. We will dwell on a discussion of different approaches because it shows that the changes we find in our particular field of technology are not caused by simple intra-technical considerations. Rather, they result from very complex and non-transparent combinations of technological, economic, political and ideological factors. It is essential that the full spectrum of issues be fully known to all parties involved in the evolution of a management system. Then the advent of small computers may give new life to management itself

    Measurement of the Proton Spin Structure Function g1p with a Pure Hydrogen Target

    A measurement of the proton spin structure function g1p(x,Q^2) in deep-inelastic scattering is presented. The data were taken with the 27.6 GeV longitudinally polarised positron beam at HERA incident on a longitudinally polarised pure hydrogen gas target internal to the storage ring. The kinematic range is 0.021<x<0.85 and 0.8 GeV^2<Q^2<20 GeV^2. The integral Int_{0.021}^{0.85} g1p(x)dx evaluated at Q0^2 of 2.5 GeV^2 is 0.122+/-0.003(stat.)+/-0.010(syst.).Comment: 7 pages, 3 figures, 1 table, RevTeX late

    Determination of the Deep Inelastic Contribution to the Generalised Gerasimov-Drell-Hearn Integral for the Proton and Neutron

    The virtual photon absorption cross section differences [sigma_1/2-sigma_3/2] for the proton and neutron have been determined from measurements of polarised cross section asymmetries in deep inelastic scattering of 27.5 GeV longitudinally polarised positrons from polarised 1H and 3He internal gas targets. The data were collected in the region above the nucleon resonances in the kinematic range nu < 23.5 GeV and 0.8 GeV**2 < Q**2 < 12 GeV**2. For the proton the contribution to the generalised Gerasimov-Drell-Hearn integral was found to be substantial and must be included for an accurate determination of the full integral. Furthermore the data are consistent with a QCD next-to-leading order fit based on previous deep inelastic scattering data.     Observation of a Coherence Length Effect in Exclusive Rho^0 Electroproduction

    Exclusive incoherent electroproduction of the rho^0(770) meson from 1H, 2H, 3He, and 14N targets has been studied by the HERMES experiment at squared four-momentum transfer Q**2>0.4 GeV**2 and positron energy loss nu from 9 to 20 GeV. The ratio of the 14N to 1H cross sections per nucleon, known as the nuclear transparency, was found to decrease with increasing coherence length of quark-antiquark fluctuations of the virtual photon. The data provide clear evidence of the interaction of the quark- antiquark fluctuations with the nuclear medium.Comment: RevTeX, 5 pages, 3 figure

    Measurement of the Neutron Spin Structure Function g1ng_1^n with a Polarized ^3He Target

    Results are reported from the HERMES experiment at HERA on a measurement of the neutron spin structure function g1n(x,Q2)g_1^n(x,Q^2) in deep inelastic scattering using 27.5 GeV longitudinally polarized positrons incident on a polarized 3^3He internal gas target. The data cover the kinematic range 0.023<x<0.60.023<x<0.6 and 1(GeV/c)2<Q2<15(GeV/c)21 (GeV/c)^2 < Q^2 <15 (GeV/c)^2. The integral 0.0230.6g1n(x)dx\int_{0.023}^{0.6} g_1^n(x) dx evaluated at a fixed Q2Q^2 of 2.5(GeV/c)22.5 (GeV/c)^2 is 0.034±0.013(stat.)±0.005(syst.)-0.034\pm 0.013(stat.)\pm 0.005(syst.). Assuming Regge behavior at low xx, the first moment Γ1n=01g1n(x)dx\Gamma_1^n=\int_0^1 g_1^n(x) dx is 0.037±0.013(stat.)±0.005(syst.)±0.006(extrapol.)-0.037\pm 0.013(stat.)\pm 0.005(syst.)\pm 0.006(extrapol.).Comment: 4 pages TEX, text available at http://www.krl.caltech.edu/preprints/OAP.htm

    Flavor Decomposition of the Polarized Quark Distributions in the Nucleon from Inclusive and Semi-inclusive Deep-inelastic Scattering

    Spin asymmetries of semi-inclusive cross sections for the production of positively and negatively charged hadrons have been measured in deep-inelastic scattering of polarized positrons on polarized hydrogen and 3He targets, in the kinematic range 0.023<x<0.6 and 1 GeV^2<Q^2<10 GeV^2. Polarized quark distributions are extracted as a function of x for up $(u+u_bar) and down (d+d_bar) flavors. The up quark polarization is positive and the down quark polarization is negative in the measured range. The polarization of the sea is compatible with zero. The first moments of the polarized quark distributions are presented. The isospin non-singlet combination Delta_q_3 is consistent with the prediction based on the Bjorken sum rule.     The exposure of the hybrid detector of the Pierre Auger Observatory

    The Pierre Auger Observatory is a detector for ultra-high energy cosmic rays. It consists of a surface array to measure secondary particles at ground level and a fluorescence detector to measure the development of air showers in the atmosphere above the array. The "hybrid" detection mode combines the information from the two subsystems. We describe the determination of the hybrid exposure for events observed by the fluorescence telescopes in coincidence with at least one water-Cherenkov detector of the surface array. A detailed knowledge of the time dependence of the detection operations is crucial for an accurate evaluation of the exposure. We discuss the relevance of monitoring data collected during operations, such as the status of the fluorescence detector, background light and atmospheric conditions, that are used in both simulation and reconstruction.Comment: Paper accepted by Astroparticle Physic

    The Fluorescence Detector of the Pierre Auger Observatory

    The Pierre Auger Observatory is a hybrid detector for ultra-high energy cosmic rays. It combines a surface array to measure secondary particles at ground level together with a fluorescence detector to measure the development of air showers in the atmosphere above the array. The fluorescence detector comprises 24 large telescopes specialized for measuring the nitrogen fluorescence caused by charged particles of cosmic ray air showers. In this paper we describe the components of the fluorescence detector including its optical system, the design of the camera, the electronics, and the systems for relative and absolute calibration. We also discuss the operation and the monitoring of the detector. Finally, we evaluate the detector performance and precision of shower reconstructions.Comment: 53 pages.
